Copyvio requires a userspace link. cleanup creates multiple cross-namespace
links that can't be cleaned up without removing the template.
Is there any possibility of modifying the CrossNamespaceLinks report to prevent
articles with either of these templates from appearing?

There should not be any such articles just sitting around; they need

What? That makes little sense. These articles are FOUND through their
templates. There's no need for them to be on the Cross-name space special page.
These pages being there just clutters up the clean-up process.

By clean-up process I meant getting user signatures out of Wikipedia main
namespace articles (the main articles of Wikipedia).
