Description:
If a user has the "Prompt me when entering a blank edit summary" preference
enabled and uses the Add Section (+) tab to add a section to a talk page, he is
presented with the blank edit summary reminder when he tries to save. There is
no edit summary field available when using the Add Section tab.

There should be no blank edit summary reminder when using the Add Section tab,
as there is no opportunity to enter an edit summary.
