Fix /a vs /srv rsync module discrepency mess on stat* boxes

Description

The rsync daemons on the stat boxes have really confusing names and paths and symlinks when it comes to /a vs /srv. Fix this!

This is kinda sorta fixed. stat1003 does not have /a, and previously this was confusing to users, as much of the structure they are used to lives in /a on stat1002 and stat1001. stat1003 now creates an alias rsync module that is addressable via ::a. It points to /srv.
