Deleted abuse filters should undefine tags

Description

Tags added by an enabled abuse filter are defined and active. Tags added by a disabled abuse filter are defined and inactive. Tags added by a deleted abuse filter are defined and inactive too, they should instead be undefined. This way they can be deleted without having to search for the responsible abuse filter and un-define the tag manually (and they can later be un-deleted and re-enabled, without needing to re-add the tag manually).
