Allow to configure display of flaggedrevs notice based on sync status

Description

Some wikis want to configure the FlaggedRevs notice being displayed based on sync status. On enwiki for example, a custom protection notice is added for pending changes protected pages so the default notice on the stable page is unneeded duplication when synced. This would also solve the most important part of T75931.
