Message grammar inconsistent with code logic

Sorry, you are not qualified to vote in this election here on Wikimedia Meta-Wiki. You need to
have made 400 edits here before 00:00, 2006 August 1, you have made 119. Also, your first edit
on this wiki was at 14:34, 2005 June 20, it needs to be before 00:00, 2006 May 3.

You could vote from another Wikimedia project. Then please visit the project you are active and
try again. Thank you!

The 2nd sentence of the above statement does not appear quite correct, or locical.
It rather qualifies as a good example of the common prejudice:
"hey, computers *are* stupid, aren't they?"

Of course had the 2nd condition triggered this message but not the 1st, things
were reversed.

Thus, the message either needs rewording, or to be split into two independent ones.
