Description

This should use puppet for what we can, and standardize the rest (e.g. factoring out LocalSettings.php using /data/project/git_files, and making scripts if/where helpful).

Important note: Puppet has not run on piramido since December 2013 (see MOTD when you ssh in). Part of fixing this should involve getting puppet running automatically on both again.
