As an enhancement, we should open the username policy in a tooltip, rather than making all curious users visit another page then go back to account creation.

Feature requirements:

• The (help me choose) link should remain as-is.
• When the user clicks the link, a tooltip opens with explanatory text
• When the user clicks anywhere outside the tooltip, it should close

If the user does not have JS, clicking the link continues to go to the destination URL instead of displaying the tooltip.

The explanatory text default in English should be:

_Please choose a name to represent you on {{SITENAME}}. Feel free to use a pseudonym, but note that accounts with names which are potentially offensive or misleading may be blocked and invited to register again. _
