Change default Help: tab label from "Help" to "Help page"

In the Help namespace the article tabs is labeled "Help". This competes with the navigational
expectation common users have acquired from the application menu item "Help" that is a standard in
GUI programs. The standard expected behavior is that clicking "Help" takes one to '''top''' level of
the program's Help system. The bug is that that is not what the
article tab does in MediaWiki's "Help:" namespace. So the article tab should not be labeled "Help".
Good user interface respects common user interface idioms such as "Help" being an entrance to help,
not a link to the help article you are already on. Users click on the tab labeled in bold blue,
"Help", to go back to '''top''' level Help but instead they get back to the article they are already
on.

It would be better to label the tab "Article", "Page" or "Help article", not the namespace name in
this case.

How the tab is labelled can be set in the MediaWiki Name space, so this is actually a
request to alter the (english) default there.
