Special:DisplayNotificationsConfiguration presents what notifications exist and which are enabled for all users or new users only: {F41845392} (and same for "New users") With the introduction of [conditional user defaults](https://www.mediawiki.org/wiki/Manual:$wgConditionalUserOptions), it is no longer really possible to render default values of preferences, including notification ones. Since currently, conditional defaults can be based only on time, one could assume that notification preferences that are conditionally enabled based on user registration are intended for new users, however, this assumption would break whenever more complex conditional defaults types are introduced. Hence, I recommend removing this section from Special:DisplayNotificationsConfiguration, replacing it with a link to documentation.
