When I visit `/wiki/Special:InstrumentStreams/new` I should be able to create a new instrumentation stream with the following details: * Stream name * Expires at * Sampling unit and rate * Which wikis it is enabled on (if not all) * Producer configuration When the instrumentation stream is created: * The created at and updated at fields should be set to the current date and time * The stream's creator should be set to the current user (actor) * A log entry should be created
