Whenever labs has issues I get signals from lots of differences sources, all contacting me directly or filing bug reports on various platforms (on-wiki talk pages, e-mail, GitHub, Phabricator) because they have nowhere else to go. I should be able to point them to something akin to the old status.toolserver.org where it would e.g. say: "NFS is having issues. Tool Labs web services may be slow or unresponsive."
