It may be part of the terms and conditions for some projects (Cloud services? Toolforge?) ?
I don't really understand it, and from the talk page, I'm not alone in that. The talk page seems to partly contradict the text. Does creating an account on some WMF wikis permanently, publicly link your username to an IP address? Make it available to a more limited group of people, or for a more limited time? Which wikis are affected? Are people who sign up without stumbling across this page notified during the sign-up process? Why is this variation from or usual policies necessary? Will it remain necessary indefinitely?
The unclear statement about personal information exposure, not substantively edited since 2012, is rather discouraging, and is likely to have a chilling effect on participation.
