It used to be possible to manually check a page's citations through https://tools.wmflabs.org/citations/doibot.html, which calls `doibot.php`. The bot started blanking pages it checked and was blocked. Acceptance criteria: * doibot.html works as it did before the bot shutoff * It fixes and expands citation templates and either offers a chance to check before posting or posts automatically, and also either runs a thorough check or not.
