As a tool developer I want to get data of
aliasesdescriptions of properties so I can show them in my tool.
GET /entities/properties/{property_id}/descriptions/{language_code}

- Note the 201 response code on success and `Location` header in the successful creation response
- "Automated edit summary" related to the edit to be exactly the same thing as for getting descriptions for a given language on items
- Handle HTTP conditional request headers as in GET /entities/items/{item_id}/descriptions/{language_code}
- Handle user authentication/authorization like in GET /entities/items/{item_id}/descriptions/{language_code}
