This an image that exists on Commons, used in the article but instead got serialised as a strange hybrid between three things: A) figure-inline - entirely unexpected in VE-Parsoid wikitext output, B) external link, C) thumbnail.

Looks like (part of?) a Parsoid document got inserted into the middle of an article, and then re-interpreted as VE input and re-serialised to turn some things into wikitext like `<link rel=stylesheet href>` became an external link somehow.
