The licensing around KMB has been clarified and copyright=RAÄ can no longer be interpreted as an implicit CC BY license. As such kmb_massload.py should be updated to disallow these. Ideally the old RAA-tools code (and the tool running on appspot) should also be updated. This is primarily needed for batch 2 since the first one is already filtered on licenses.
