As a WWT user, I want the opacity bug fixed or a different solution implemented, so that I can still differentiate between interactive and non-interactive elements of the page in a clean and intuitive way.
Background: In the process of implementing general opacity for non-interactive elements of WWT in T235130, a bug was uncovered. This bug is that, in some cases, the opacity seems to overlap. This isn't a major bug (since it doesn't block the users from accessing information or any functionality), but it's not visually appealing. This is a smaller, but it would be nice to fix it, if we can.
**Acceptance Criteria:**
* When WWT is loaded on a page, all elements should be 100% visible (no opacity)
* When the user hovers over interactive elements, there should be an opacity 50%
