This was reported on Arabic Wikipedia after Partial Blocks were enabled on that wiki. Arabic Wikipedia uses the [[ https://www.mediawiki.org/wiki/Extension:FlaggedRevs | FlaggedRevs extension ]] and also has Partial Blocks enabled. A user there was partially blocked from a page. Now, they cannot review and revisions on any namespace. The user should be able to review revisions that are in non-blocked namespaces or on non-blocked pages.
