When using the WikiEditor, if an external link is being converted to an internal page name - reformat the destination to un-percentage-encode and strip underscores from the destination. Note: While underscores will work, percentage-encoded currently makes the process fail as the percentage is invalid in the title name.
**Steps to reproduce** (a list of clear steps to create the situation that made you report this, including full links if applicable):
* Use the insert tool bar link button
* Put in a percent-encoded internal link
* Select that you want this to be "to an external web page"
* Click Insert Link
* Get the intercept dialog that this may be internal, asking if you want it to be an internal link
* Select "Internal link"
* STOP - This is where you are stuck if you use a percentage encode, and/or where you preserve unwanted underscores

* Allow editors to better make use of this tool when copy/pasting links from browser address bars, etc.
