**Problem** In T250290#6129101 Dom discovered that when the toollinks are similarly-named ([link on enwiki](https://en.wikipedia.org/wiki/MediaWiki:Checkuser-toollinks)), it becomes confusing in the UI. |{F31814167}|{F31814165}| **Acceptance criteria** * Introduce a new toollinks JSON #jsonconfig for all wikis and include some basic default tools. The default configuration should be in a MediaWiki config variable (expressed in `extension.json`) * Default tools should be the same as those currently in [[ https://github.com/wikimedia/mediawiki-extensions-CheckUser/blob/cd45adb949c602e3dd6fc070e97095017b5cea86/i18n/en.json#L89 | checkuser-toollinks ]] and //may// be updated in T256280
