mediawiki/extensions/RelationLinks contains a MOVED file. The extension should be archived on gerrit.wikimedia.org:

- [ ] Remove tests in `integration/config` ( `zuul/layout.yaml` )
- [ ] Remove from `translatewiki` ( `groups/MediaWiki/mediawiki-extensions.txt` )
- [x] Empty repository and add a OBSOLETE file. -> Done with "MOVED" file, that was already existing, see https://gerrit.wikimedia.org/r/#/c/378536/
- [ ] Archive Phabricator project <#ProjectX> for associated extension/skin
- [ ] Edit Phabricator project <#ProjectX> description for associated extension/skin with a link to this ticket
- [ ] Archive the extension's diffusion repository: (Provide Diffusion Repository URL)
- [ ] Mark the repository read-only in Gerrit: (Provide Gerrit Repository URL)
