The Cite button is almost never needed at most of the Wikivoyages. For example, the English Wikivoyage uses footnotes on one page, plus the occasional use by editors who cite their sources (in unwitting violation of local guidance), which is removed when found.
Only [[https://he.wikivoyage.org/w/index.php?title=Special:Search&limit=500&offset=0&profile=default&search=insource%3Aref |Hebrew]], [[https://es.wikivoyage.org/w/index.php?title=Special:Search&limit=500&offset=0&profile=default&search=insource%3Aref | Spanish]], and [[https://de.wikivoyage.org/w/index.php?title=Spezial:Suche&profile=advanced&profile=advanced&fulltext=Search&search=insource%3Aref&ns0=1&ns100=1&ns104=1&ns106=1 | German]] have more than 100 mainspace pages that contain the string "ref".
There may be reasonable uses for foornotes even at a project that strictly avoids them, so moving it to the Insert menu is probably better than removing it entirely.
