Container task for documentation overfaul

We've done OK so far with minimal documentation, because we've primarily had the same 1-3 people working on the platform for years. Now that we're looking to expand the team, and welcome more volunteer contributors, we //really// need better documentation. This includes developer-focused documentation on Github and code comments, in addition to user-facing documentation on using the tool.
