Create new VMs matching mwdebug1001,1002,2001 and 2002 but on buster instead of stretch. Add the role mediawiki::canary_appserver mwdebug1003 already exists but not the other 3 Keep old machines for a bit and eventually delete the 4 VMs on stretch.
