Steps to reproduce: 1. In VE standalone, enable input debugging and press CTRL+U (which does <u><img>{cursor}<img></u> in the DOM). 2. Observe that Left/Right won't exit the unicorned underline. This was introduced by the one-line change in 05c0293f0525c180c7d4820ddd8ca5f0176b8d08 (now appearing as an extra `!newState.veRange.isCollapsed()` check in ve.ce.Surface#handleObservedChanges ). That check does fix T101523 though.
