Collect metrics to measure the usage and efficacy of the API Portal.

* [ ] Determine availability and access for metrics related to app registration. Do we measure the number of clients created over time? Can we separate metrics for clients created via the Portal vs. Meta-Wiki? Can we access metrics for number of API calls made per client? Do we have metrics that capture the user account tied to each client?
* [ ] Capture baseline metrics and (ideally) create a dashboard
Ideal metrics to collect: (draft - suggestions welcome!)
* Percentage of visitors to the site who register an app
* Percentage of registered apps with at least one API call
* Percentage of users with registered apps that have an app with more than five API calls
