We encountering problems when trying to use `CentralAuth` and `PluggableAuth` at the same time. In the scope of this ticket, we want to investigate and fix them (if possible). **Cases** [ ] when a new user is created via `Keycloak` user is replicated to `CentralAuth` but the password is omitted [ ] if the user exists in `CentalAuth` and tries to log in via `PluggableAuth`we get an error that the user already exists [ ] when a new user is created via `Keycloak`and tries to log in via `PluggableAuth`, if the user does not exist in `CentralAuth` and the user already exists in the current MediaWiki instance it duplicates the user by adding `1` to the username suffix.
