**Problem**
When a user invokes to see "Other languages" from an article's toolbar, a picker with available languages appears within a full screen dialogue, with the option to search within available languages appearing as a inline text field under the toolbar.
Both the toolbar and the inline search is fixed, which is unexpected [[ https://material.io/guidelines/patterns/scrolling-techniques.html#scrolling-techniques-behavior | scrolling behavior ]].

**Proposed solution**
Incorporate the search into the toolbar so that scrolling behavior is as expected (only the toolbar remains fixed on scroll) and to reduce the visual clutter.

Notes on other design improvements:
- Add subtitles to differentiate between suggested and all languages in the list
- Update list item font color and size to standard UI style
- List title (Language) is Roboto Regular 16sp, in color rgba(0,0,0,.87) //or if not using transparency, base10 (#222) from the WMF color palette//
- Line 2 (article title in respective language) is Roboto Regular 14sp, in color: rgba(0,0,0,.54) //or if not using transparency, base30 (#72777D) from the WMF color palette//
- Language displayed as written in the OS language is shown in brackets after the in-language name, for e.g., "Dansk (Danish)"
