`npm ci` works fine when I'm not using Fresh. {P15858} It fails in Fresh. {P15859} The same problem happens in Popups.

`npm ci` works fine when I'm not using Fresh. {P15858} It fails in Fresh. {P15859} The same problem happens in Popups. Workaround: remove `pre-commit` package from `package.json`, run `npm i`.
