When I visit https://en.wikipedia.org/wiki/Special:Preferences?useskin=monobook#mw-prefsection-betafeatures Compact personal bar takes up a lot of screen real estate even though I can't use it. Why show it all? IF we need to show it we should show it at the bottom of the page in a less prominent footer e.g. Features available for other skins: Compact personal bar This is needed for mobile to explore using it.
