After a user first authenticates with OAuth, we want to provide them with a notice about how their information is going to be used. This should only be displayed to each user once if possible. Per legal: "The only thing I'd advise is to provide a notice when users sign in to the tool for the first time, saying that the tool is set up to credit users for their reviews, and that the information will be posted publicly and retained indefinitely (perhaps with a sample screenshot). That way, if someone would not want to be associated with their reviews, they could choose not to use the tool."
