####User story:
As a community members setting up Mentorship, I want to understand that the existence of a Mentor list (visible on Special:ManageMentors) doesn't mean that Mentorship is enabled on my wiki, because then I'll understand what I need to do to enable Mentorship.
####Background:
Found [[https://www.mediawiki.org/w/index.php?title=Topic%3AY1i0b8hxabalbk01|in this discussion]]: is //seems// that if you create a list of mentors, but don't turn mentorship on in community configuration, you get access to a list of mentees assigned to you.
Instead, you should have a message instead of the list of mentors, saying "turn mentorship on in CC".
that list of mentees causes several issues:
* mentors have no idea that the system is not working
* mentees have no idea that they have a mentor, and can't ask them questions
* mentees have no idea that someone exists
** their mentor can see their edits without knowing it (hence no way to opt-out)
** their mentor can come and say "I'm your mentor" and they could be surprised.

####Acceptance Criteria:
Given I'm on a wiki that doesn't have Mentorship enabled,
When I view Special:ManageMentors,
Then there should be a warning message on the page that clarifies:
>⚠️ Mentorship is currently turned off. Admins can turn on Mentorship via Special:CommunityConfiguration.
