In order to be able to have labels and descriptions for these languages in Wikidata, `sms` Skolt Sami and `smn` Inari Sami should be added to wmgExtraLanguageNames in InitialiseSettings.php, and after that is merged, removed from Wikibase's WikibaseContentLanguages.php.
