If an editor's IP address is subject to a global range block, he sees the message [[MediaWiki:Globalblocking-ipblocked-range]] (or a translation thereof).
This message only offers one solution, namely to make a request on the talk page of the specific steward who happens to have enacted that global block.
In some cases the steward may choose not to respond. If so, the editor is not currently told anything else that he can try.
I discovered this problem when editing using [[:en:Puffin browser]], whose cloud servers are subject to a global block due to abuse. I noticed that many other editors were similarly impeded because of using VPNs or other IP addresses that were globally blocked. There is widespread visible frustration expressed at [[:meta:User talk:Vituzzu|the relevant steward's talk page]].
After lodging an appeal on an incorrect page, I was directed to [https://meta.wikimedia.org/wiki/Steward_requests/Global_permissions#Requests_for_global_IP_block_exemption meta:SRIPBE].
I suggest that the message shown to editors should provide a link to SRIPBE, or to equivalent pages in the local language or on the local wiki if applicable. The option to contact the individual steward should be a fallback rather than the primary suggestion as it is now.
