In T352134 we added reference-reliability to the citoid dialog, which is currently just showing whether the URL you've provided is outright blocked by one of the blocklists. Let's show that in the external link annotation inspector as well.
We'll only care about the outright "blocked" status, since the other reliability signals don't really apply for non-citation cases.

As someone attempting to link to an external site that a Wikipedia project has deemed worthy of blocking, I'd like to be made aware of this as close to the moment when I'm attempting to add the link as possible so that I can consider addressing this issue in a "place" where the tool(s) (read: link inspector) necessary to do so are still within easy "reach."
