In order to describe that the photos participate in the competition we need to be able to link to the correct Wikidata item. Only a handful of those exist, created manually.
From a quick look at https://commons.wikimedia.org/wiki/Category:Wiki_Loves_Monuments_in_Sweden, none of the edition categories are linked to wd items so they can all be created from scratch
