With input from teams, we need to figure out practical ways for teams to track their core and strategic work in phabricator, so it can be used in reports and graphs. The rough plan is to come up with some strawdog proposal(s), and solicit feedback and have discussions with teams, eventually resulting in some consensus practices that all teams can use. We'll probably want to create subtasks like those.
