The methods in modes.js are only used by features in alpha and beta yet loaded everywhere. We should stop binding to mw.mobileFrontend - and move it to a module called [Cc]ontext.js to be consistent with MobileContext. This should live in a separate ResourceLoader and any modules that live in beta/alpha should depend on this module so that we do not load the code in stable.
