Content Translation has [a limit system for machine translation](https://www.mediawiki.org/wiki/Help:Content_translation/Translating/Translation_quality) to prevent users to publish translations that contain too much unedited machine translation (MT).
Currently the limit for MT for the whole document is 99%, this ticket proposes to adjust it to 95% instead. In this way translations that consist on 95% or more of unedited MT would be blocked from publishing.
Although more nuanced adjustments are planned in the future (T251887), this is an adjustment based on the input from different communities where 95% has been the minimum adjustment requested, and is the current reference value on mobile.
These are the adjustments requested by Wikipedia communities so far (these will not change as part of the global limit adjustment):

- Czech Wikipedia adjusted limit to 79% (T324721)
- Indonesian Wikipedia adjusted limit to 70% (T228971)
- Assamese Wikipedia adjusted limit to 70% (T245509)
- Telugu Wikipedia adjusted limit to 70%(T244769)
- Kurdish Wikipedia adjusted limit to 45% (T324941)
