### Background Currently we are using the checkbox hack for both no js and js experiences, and using JS to progressively enhance it to be accessible. Currently we can only implement accessible dropdowns with the checkbox hack, even when there are dropdown menus that don't need to support no js (i.e. the TOC dropdown inside the sticky header). Instead, we could render both the checkbox hack and a normal button element within the dropdown template, and then conditionally hide either based off the `.client-js` or `.client-nojs` classes. Then we could update our JS to only progressively enhance the button, which should reduce the amount of JS in checkboxHack.js ### AC [] No visual changes
