An initial version of Wikibase.cloud should be deployed with features and functionality as defined in T299127. While the landing page can be accessed publicly, it will still not be possible to create a new account without an invite code.

[] Wikibase.cloud production environment is successfully deployed using versions of components deemed appropriate by the implementation team
[] The UI, including landing page, reflect the initial minimal changes implemented in T293151
