We need to create one setting for enabling/disabling federated properties, and one setting for the API endpoint URL.

We need to create one setting for enabling/disabling federated properties, and one setting for the API endpoint URL. For now the API endpoint URL should be able to point to something like "https://www.wikidata.org/w/api.php", in the future we might want to change or expand this, but for now this is all that we will require.
