For T66617, MobileFrontend developers decided to create an array of RTL languages. This is OK as an ad hoc solution, but creating more databases of RTL languages is not a good idea because they all have to be updated when a new language is added, and this happens more often than one might think. There already is a library that provides it: language-data, which is also used in UniversalLanguageSelector (it used to be part of ULS, but now it's separate). It may be a good idea, however, to adapt it for mobile devices better: to make it smaller and easier to load without the less necessary parts.
