Change Details

This is a continuation of the work started in T183454. We have some remaining Grafana dashboards which use metrics from the Diamond base collectors and once those are fixed, we can remove Diamond entirely from the production realm (right now it's gone from ~ 90% of all prod hosts). Diamond in Toolforge is tracked via T210991 Diamond in Cloud VPS is tracked via T210993
