Automatically add heading above the `<references/>` tag if references exist. The heading should be added to TOC also. I didn't find a way how to implement adding the heading if refs were used without a main references tag, because the code checks references when wikitext was parsed and TOC already built. when I tried to use `InternalParseBeforeLinks` hook instead of `ParserAfterParse` hook in CiteParserHooks class, it was working as expected but for simplest cases, nut a lot of tests was not passed. I think it should be ok to have this feature disabled by default and works with `<references/>` tag only, at least to begin...
