**Context**
As part of improving the release rights step of Upload Wizard on Commons T347298, we will make UX improvements to the licensing step for not own/ someone else's work.

**Acceptance Criteria**
[] Input field to enter the source of the media.
[] Add the checkbox to indicated this was generated by AI (which adds a template if selected: https://commons.wikimedia.org/wiki/Template:PD-algorithm)
[] If the user clicks on the Next button without answering this question (i.e. not having entered the source in input) then show the error under the question as shown in [[ https://www.figma.com/file/PSsy485pa5YAiMsUrcoOui/Commons-upload-wizard?type=design&node-id=1081-3981&mode=design&t=OMfLcC6YXNjGUIjX-4 | this UI ]]
[] If the user enters anything shorter than 5 characters in the field show this error message "This entry is too short. Please make sure this entry is at least 5 characters." in the same style and location as in UI above. (This is current behaviour and only placement of the error has changed slightly)
[] The error message disappears at the moment the user meets the requirements i.e. types the required amount of text in the input or selects the checkbox
[] Move this as a second step in the form after new licensing question in T347749 is added as the first question.
