Despite keeping $wgWPBImage empty, WikidataPageBanner will add a banner if a wikidata banner exists. This could create problems initially when the extension and original Template:Pagebanner would be in effect. Users would see two banners. Therefore add a switch $wgWPBEnableDefaultBanner which would determine if default banners are added at all.
