Users with the editcontentmodel right can create a revision with a different contenttype and contentmodel. Before we grant anyone the right on a wiki we need to address technical issues with this capability. One possible use case for this right is the group of users to whom we grant permission to run T72073 (Special page to enable Flow on pages).

Remaining steps: * Address blocker: {T128556} * send out announcements/write release notes * make sure nothing blows up (a week or two after announcing) * grant it to the 'user' group. @legoktm suggests that editcontentmodel should be on the same level as page moves
