CentralNotice has a more [[ https://phabricator.wikimedia.org/diffusion/ECNO/browse/master/resources/subscribing/ext.centralNotice.kvStore.js;8380ee88e5b9813f356cfb998fd76b5fa5dca23f | elaborate system ]] that suits its needs. [[ https://www.mediawiki.org/wiki/Performance_guidelines#Cookies | Current guidelines suggest using LocalStorage ]] instead of cookies, and the majority of the browsers for which we support JS have LocalStorage. Do we want something more elaborate in core? Should we re-use some of the CentralNotice code? Use an external library? Or maybe write something new?
